Social and environmental considerations in public procurement from a Finnish perspective

Presentation by Alfred Streng, Associate Professor at Molde University College

Alfred Streng will present his doctoral thesis from Åbo University.

The most central question in his research is how can social and environmental considerations in public procurement of goods and services be taken according to the legislation in force in Finland. 

This question is divided into 3 subquestions:

  • what kind of prerequisites do EU-law and ECJ case law set on social and environmental considerations in public procurement?
  • in which senses does the Finnish legislation include national special arrangements that do not appear in the EU-directive 2014/24/EU?
  • what kind of concrete methods of proceeding can be developed for social and environmental considerations in public procurement?
