Professor Katrin Nyman Metcalf is Head of the Chair of Law and Technology at Tallinn University of Technology, Estonia. She is also Head of Research for the Estonian e-Governance Academy and works internationally as a consultant on communications related legal issues. Katrin has a PhD in public international law (the law of outer space) from Uppsala University, Sweden, from 1999. Her main research are connected with how law and technology meet, including ICT law, freedom of expression, e-governance, outer space law and also how to make effective regulation, including regional integration issues and international rule-making.
