1. The paragraphs in square brackets are an amendment to the Convention which was adopted at an extraordinary meeting of the Conference of the Parties in Gaborone (Botswana) on 30 April 1983. The amendment is not yet in force. It will enter into force when it has been formally accepted by 54 of the 80 States which were Parties to the Convention on that date.
