National institution - key documents

To get the full grasp of what a National institution is all about, one needs to familiarise oneself with some key documents. These are listed below: 

  • UN Human Rights Commission Resolution 1992/54 and General Assembly Resolution 48/134, 1993 (Paris Principles) Recommends that States establish an independent national institution for human rights, with the primary objective of assisting with consultancy, studies and information related to implementation of the internationally agreed human rights.
  • Royal Decree of 21 September 2001
    Establishes the Norwegian Centre for Human Rights (NCHR) as Norway's National Institution for Human Rights, as a follow-up of Norway's obligations according to the Paris Principles. As a national institution, the NCHR shall contribute to a greater consciousness concerning and better fulfilment of the internationally agreed human rights in Norway.
  • Earmarking of grants to the Norwegian Centre for Human Rights as a national institution
    The Norwegian Centre for Human Rights (NCHR) is approved as a national institution by an international coordination committee placed under the UN's High Commissioner for Human Rights. This has occurred under the assumption that the Centre is able to document financial autonomy. Against this background, from 2007 an allottment from the budget of the Ministry of Education and Research to the Ministry of Foreign Affair's budget. The funds will be earmarked for the operational budget of the NCHR.
  • The Government's Plan of Action for Human Rights - Report to Parliament No. 21 (1999-2000)
    The Government's Plan of Action for Human Rights called for the establishment of a national institution for human rights as an important measure to strengthen the implementation of human rights in Norway.
  • The UN High Commissioner for Human Rights in Geneva (OHCHR)
    The national institutions for human rights work closely with the UN's High Commissioner for Human Rights in Geneva.
  • OHCHR National Institutions Unit
    The UN's High Commissioner for Human Rights in Geneva has secretariat functions for the national institutions for human rights.
  • National Human Rights Institutions Forum
    As the National Institution for Human Rights (NI), the Norwegian Centre for Human Rights (NCHR) is part of a regional and international network of national institutions. The network is managed by an international coordination committee (International Co-ordinating Committee of National Human Rights Institutions for the Promotion and Protection of Human Rights - ICC), which works closely with the UN's High Commissioner for Human Rights in Geneva.
