Since its beginning, the Programme has focused on the condition of the Indonesian judiciary. A competent and transparent judiciary is vital to an effective realisation of human rights. 

From 2004, the Indonesia Programme carried out capacity building activities with the National Commission on Human Rights and the Attorney-General’s Office on gross violations of human rights under the heading Human Rights Courts. These activities focused mainly on the development and implementation of an electronic Case Management System as well as training in International Criminal Law.

From 2007 the Indonesia Programme has cooperated with the Indonesian Judicial Commission on research and capacity-building activities, with the aim of strengthening the transparency and predictability of the Indonesian judicial system.

A human rights training was held for the lead judges of different district-courts in the eastern part of Indonesia. The training was held in Makassar, Sulawesi, May 30 - June 2, 2011.

A human rights training was held for the lead judges of all the 24 district-courts at Sumatra. The training was held in Medan, May 2-5, 2011.

Two human rights trainings, each lasting four days, were held in June 2010. The participants came from various academic institutions, NGOs, civil society organisations, and religious mass-organisations.

In October 2009, the Indonesian Judicial Commission provided human rights trainings to over 40 district court judges from Sumatra and Java, in cooperation with the Indonesia Programme.

The Indonesian Judicial Commission is a recently established independent state institution tasked with monitoring the conduct of judges in Indonesia. 

In 2007 and 2008, with the support of the Indonesia Programme, the Judicial Commission completed a research project on judicial decisions and decision making processes in nine regions throughout Indonesia.
