After the Paris terror attack in January 2015, some Norwegian political parties, media outlets, and NGO’s have argued that public discourse needs an ethics in order to both provide free speech and avoid blasphemy.

In contrast, many have criticized such an approach to democratic opinion- and will-formation for implying the opposite, namely the undermining of free speech as well as uncertainty regards to the role of blasphemy. Still, is it possible to develop a political ethics, that is, a standard that is related to certain norms of civility, against which we can judge our public use of free speech? The Oslo Coalition on Freedom of Religion or Belief welcomes participants to a launch seminar for the report Keeping the Faith: A Study of Freedom of Thought, Conscience and Religion in ASEAN.

The report has been carried out by the Human Rights Resource Centre (HRRC), a non- profit academic centre headquatered at the University of Indonesia in Jakarta, with support from The Norwegian Embassy in Indonesia.

One does not need to look beyond the borders of Europe to see that there are many contemporary challenges for international humanitarian law (IHL) today.

Highlighting developments in ongoing armed conflicts, the lecture first gives a brief overview of contemporary challenges for IHL. It then offers a more detailed analysis of three major legal challenges: a) questions of targeting and detention of persons in non-international armed conflicts, b) new technologies used in warfare, and c) securing civilian access to humanitarian assistance.

Each of these particular challenges is discussed also in relation the broader challenges for IHL to establish an effective relationship with other bodies of international law (primarily international human rights law); and to regulate armed conflicts that involve evermore non-state actors and become ever more asymmetric.

The trial lecture is 45 minutes and then 15 minutes for questions and answers.

Conflict has many facets. Conflict can be misunderstood, misrecognised, or instrumentalised for ulterior goals. One way to maintain power, for instance, is to divert attention through the creation of pseudo-conflicts so as to keep underlying conflicts about power invisible.

The Open Sky (2013, 22 min.)

This film addresses the consequences of the wave of violence against Muslims in Burma on a personal level, describing the friendship between two women, a Muslim and a Buddhist. The film springs out of an event in the town of Meiktila in 2013, where 40 Muslims were lynched. The film was supposed to premiere in Yangon in June 2014, but the screening had to be cancelled as a result of serious threats from Buddhist nationalists. The fact that the film caused such strong reactions in Burma shows how tense the situation is between Buddhists and Muslims today.

First, this lecture shall provide an overview of the main contemporary challenges for international humanitarian law (IHL), illustrated with references to concrete armed conflict situations.

Then, Gentian Zyberi will discuss in some detail a select number of these challenges, including the typology of armed conflicts, means and methods of warfare (with a focus on new technologies), and ensuring respect for IHL.
