China’s ratification of the ICCPR – Problems and Prospects

China signed the IESCR and the ICCPR, in 1997 and 1998. Whereas the Standing Committee of the National People’s Congress (NPC), approved the former in 2001 after China entered the WTO, the ICCPR is yet to be ratified. Chinese authorities have repeatedly expressed their intention to ratify the Covenant but have not yet announced a time table.
At the seminar, Professor Sun Shiyan will discuss some of the obstacles for China’s ratification of the ICCPR. Focus will be put on issues such as fair trial provisions, arbitrary arrest and detention, and China’s extensive usage of the death penalty.

Professor Sun Shiyan is a Professor at the Centre for International Law Studies at the Chinese Academy of Social Sciences in Beijing. Since the mid-90s he has been one of the key promoters of human rights education and research in China.
