About the PhD-project
The political strategy is to simplify and streamline the building application process. By improving digitization interaction between the actors (public administration, citizens and building industry), the information can flow better without obstruction and further provide faster processing. But how is the relationship between the political goal, the legal regulation and the practical implementation of the building law?
The purpose of the research project is to increase competence between building law and digitization. Increased digitalization is expected to contribute to more effective interaction between building authorities and other actors. At the same time, the development of good digital solutions is expected to trigger the need for changes in the legal regulation of the construction sector.
The core of the project is information as a basis for processing cases and how this information is exchanged between the actors in the building application process. Particularly three issues will be emphasized:
Regulatory development: To what extent does legislation determine the information that needs as the basis for decision-making in building matters, and who should have access to them?
System development: How are legal provisions implemented in IT systems used in the processing of building issues?
Legal application: How are IT systems used to process building issues?
