Sigurd is writing a master thesis on the consideration of alternatives in environmental impact assessments when establishing on-shore wind power stations. The thesis consists of two parts: First, a legal analysis of the rules governing consideration of alternatives will be undertaken. The thesis will focus on how the Norwegian Environmental Impact Assessment Regulation (konsekvensutredningsforskriften) article 19 (2) is to be understood in light of Directive 2001/42/EF (the SEA-Directive) and Directive 2011/92/EU (the VVM-Directive). Second, the thesis will include an analysis on how consideration of alternatives are done in real life environmental impact assessments and related concession documents.
