Consumers play an important role in establishing the Circular Economy (CE), in their respective roles as purchasers, users, and dischargers of used products. Eléonore Maitre-Ekern puts forward that a ‘hierarchy of consumption behaviour’ could serve to guide, and even constrain, EU policymaking. If we are to realize the vision of the CE it requires first and foremost that consumers avoid purchasing single use and unnecessary products, and prolong the lifetime of their products through maintenance and repair activities.
Several barriers currently stand against the hierarchy. Changing consumption patterns is difficult as the paradigm upon which our economy is built determines current production and consumption patterns, and the existing legal framework, most notably EU consumer law. Therefore, a good policy mix must be put in place to remove those barriers and promote the hierarchy.
