Legal methods are not suitable for hammering out policies, even if these policies are sometimes expressed via legal instruments such as acts or contracts offering incentives or banning certain practices. Nevertheless, legal methods are very useful for determining the possibility of ensuring that policies are implemented, establishing the limitations of these policies, and developing new policies. Additionally, legal methods are appropriate for developing new ways of effectively implementing Arctic policies.
