About the lecture
The Norwegian Government Pension Fund Global, also called the Oil Fund, was set up by law in 1990. The purpose of the Fund is to facilitate government savings to finance rising public pension expenditures, and support long-term considerations in the spending of government petroleum revenues. It is today one of the world's largest state investment funds. The fund operates within the constraints laid down in the mandate from the Ministry of Finance and the Stortinget.
In this presentation, the Deputy Governor of Norges Bank in charge of the Government Pension Fund Global will review the management of the fund, including the role of the Council on Ethics in putting forward recommendations on observation and exclusion of companies based on ethically motivated guidelines. In the context of the current discussions on the regulation of sustainable finance and responsible investment, this lecture will provide insights about the manner the Fund is regulated and operates in practice.

Øystein Børsum appointed Deputy Governor, Norges Bank, with particular responsibility for the Government Pension Fund Global for the period 2 August 2021-1 August 2027. Børsum is Second Deputy Chair of the Executive Board and the Monetary Policy and Financial Stability Committee.
Børsum’s previous post was as chief economist at Swedbank. His prior experience includes positions at Accenture and Norges Bank and in the Budget Department and Asset Management Department of the Ministry of Finance. Børsum holds a degree in economics from the NHH Norwegian School of Economics, a Cycle International d’Études Politiques degree from Sciences Po, a Master of Science in finance and economics from the London School of Economics and a doctorate in economics from the University of Oslo.
