Background

Froukje Maria Platjouw is an expert in the field of EU and international environmental law. She obtained a Master of Laws (LLM) in Public International Law from the University of Oslo, and a Master of Laws (LLM) in International and European Law from the University of Groningen. She holds a PhD in the field of environmental law and is the author of the book “Environmental Law and the Ecosystem Approach – Maintaining Ecological Integrity through Consistency in Law” (Routledge 2016).

She has a general interest in comparative legal research; analyzing matters of fragmentation and consistency between states' national legislation and how this affects the sustainable governance of transboundary ecosystems. As a researcher, her main aim is to strive towards establishing consistency and coherence in law and governance for a better protection of key ecosystem functions. Platjouws research can be described as multidisciplinary: besides her main expertise in environmental law, she also integrates elements of ecological sciences and the economics of ecosystem services into her research.

She has carried out consultancy work for the International Development Law Organisation, reviewing Norway's Nature Diveristy Act in light of the Aichi targets. Through consultancy assignments for the EU Commission, she also reviews the transposition and implementation of EU aquatic legislation at the member state level. She participates in the EU COST Action on Ocean Governance for Sustainability.

She holds a 50% position as research scientist at the Norwegian Institute for Water Research, Section for Water and Society. In this position, she works on research projects in the interface between environmental and societal dynamics. The following projects are currently ongoing:

* FAIRWAY - Farm systems management and governance for producing food water quality for drinking water supplies (H2020)

* H2020: TAPAS - Tools for assessment and planning of aquaculture sustainability (H2020)

* An Arctic risk governance regime for multiple stressors: the case of interaction between climate change and hazardous chemicals (Fram Centre)

* Green Finance approaches to soil remediation - international examples (IISD/CAEP/NIVA)

* SURFER - Surface Waters: The overlooked factor in the forestry climate mitigation debate (NRC)   

* OPTIMAKELP - Opportunities and trade-offs in managing kelp forest in an era og blue growth (NRC)

* Ecological trade-offs in the remediation of contaminated coastal sediments in Norway (NIVA)

* Resilience of EU Aquatic Law - An evaluation and comparison of WFD, MSFD, and MSPD (NIVA)  

 

Post-doc project: 'Ecosystem-based governance in the Arctic'

Her post-doc project 'Ecosystem-based governance in the Arctic' is part of the UiO's Arctic program. The project adressess the need for an ecosystem-based governance approach to the management of the Arctic ecosystem while also taking into account existing international and regional frameworks, national jurisdictional boundaries, geopolitical interests, and climate change effects. The aim is to examine legal opportunities and barriers to the protection of the Arctic marine ecosystem and biodiversity while also balancing this need for protection with the increasing interest in the intensification of industrial activities, such as shipping, mining and tourism. In addition to studying international and regional legal developments, an important part of this project will delve into national Arctic states' legal and policy frameworks with regard to marine protected areas and marine spatial planning, and practices related to the adaptive management of marine areas under national jurisdiction. There is a need to identify possible inconsistencies, gaps and regulatory bottlenecks among Arctic states' national legislation which may hamper an ecosystem-based governance approach to the Arctic ecosystem.
