Is state consent convincing as a theory explaining the legitimacy of international norms and institutions?

State consent has in recent years been considered insufficient as a theory explaining the legitimacy of international norms and institutions. Instead, scholars have looked at mechanism as stakeholder participation and respectfor basic human rights as means to evaluate legitimacy. Johan Schaffer will present a paper in which he maintains that state consent should not be discarded so easily, arguing inter alia that state consent as an element of international institutional legitimacy is not affected by some of the objections against consent as a theory of state legitimacy.
