The article is based on a presentation Heyerdahl gave at the Ryssdal seminar 2016, organized by PluriCourts and the Norwegian Court Administration.

The article discusses the relationship beween the internal court administration and the judicial function to shed light on the independence of judges. According to Heyerdahl, the lack of a transparent system of allocation of cases is the most important challenge for Norwegian judges' independence.
