NCHR seminar on legal recognition for people with intellectual disabilities
Last week, the NCHR organised a seminar about the Convention on the Rights of People with Disabilities (CRPD) and equal recognition before the law for people with intellectual disabilities.

At the seminar, NCHR guest researcher Professor Wang Zhuqing from the Center for Public Policy and Law at Beijing University of Science and Technology presented her analysis of General Comment No 1 of the CRPD.
Article 12 of the CRPD is devoted to the protection of people with intellectual disabilities. While article 12 promotes equal recognition before the law, it does not give detailed information on how to realise it in practice. General Comment No.1 of the CRPD goes much further and advocates a change from substituted decision-making to supported decision-making. Professor Wang discussed General Comment 1 and analysed problems and controversies when it comes to achieving equal recognition before the law for people with intellectual disabilities.
