About

Sam Shannon is a PhD Research Fellow in Law at the ENROL Project (Enforcing the Rule of Law).

His dissertation deals with judicial enforcement of European Union law in Member States that have experienced regressions in judicial independence. More specifically he is examining the capacity of both the European Court of Justice and national judiciaries to rule on the compliance of Member State judicial structures and practices with the provisions of the EU Treaties, even when impeded by ‘rogue’ national governments.

Background

Before joining the project, Shannon worked in private practice and for Polish NGOs such as Court Watch Poland Foundation and Kultura Liberalna. He holds a Master of Law degree (5-year program) from the Faculty of Law at the University of Warsaw.
