The topic
At the seminar, Heather Broomfield will provide an overview on her research project on framing and implementing the data driven public sector in Norway. She will also present the first published article from the project entitled ‘Towards a Data-Driven Public Administration: An Empirical Analysis of Nascent Phase Implementation.’, which is co-written with Lisa Reutter in NTNU. The paper aims to demystify the concept of data-driven public administration and lay bare the complexity involved in its implementation. It highlights areas of both discrepancy and harmony between what has been prioritised at the policy level and the reality of implementation on the ground. In addition, unseen issues are discussed to broaden this perspective.

Heather Broomfield is employed as a Senior Adviser in the Norwegian Digitalisation Agency and is working on her doctoral thesis at the Department of Public and International Law in UiO. Her project is financed under the Norwegian Research Councils public sector Ph.D programme.
