Building capacity for investigative interviewing at NABU
The Memorandum provides a framework for cooperation on training, mentoring, research, and professional development. The overall goal is to strengthen NABU's capacity to conduct effective, ethical, and evidence-based investigative interviews in line with international human rights standards and the Méndez Principles.

A key ambition of the partnership is to support NABU in building sustainable internal capacity. This includes further developing the Bureau's own trainers and mentors, expanding training opportunities for detectives, and promoting the use of investigative interviewing as a professional standard in corruption investigations.
The partnership will also give access to a broad network of experienced investigative interviewing practitioners and trainers from the Norwegian police and NCHR's international partners, creating opportunities for professional exchange and learning.

From training to institutional development
The cooperation will also include research and evaluation activities, international exchange, and efforts to adapt investigative interviewing methods to the specific challenges of corruption and economic crime investigations.

For NCHR, the agreement represents an important step in supporting the implementation of human rights-based investigative practices in Ukraine. By combining the expertise of NABU, JustGroup, and NCHR, the partnership aims to contribute to stronger investigations, improved evidence-gathering, and the continued development of professional criminal justice institutions in Ukraine.
