Part 1, 5 May 2003 : International Humanitarian Law & International Criminal Law

9.00 - 9.15 Welcoming address by Jan Egeland, Secretary General, Norwegian Red Cross, and Nils Butenschøn, Director, Norwegian Centre for Human Rights.
Each presentation will last a maximum of 45 minutes, followed by a minimum 5 minutes for immediate questions and a 10-minute break before the next presentation.

9.15: Jo Stigen, University of Oslo: “The Principle of Complementarity: The relationship between ICC and national jurisdictions.”
10.15: Christine Byron, Manchester University: “International Humanitarian Law and Bombing Campaigns: Legitimate Military Objectives and Excessive Collateral Damage.”
11.15: Göran Sluiter, Utrecht University: “Prosecution of international crimes and immunities under international law.”
12.15 Panel discussion and questions. Seminar participants are encouraged to raise topics for the discussion.

13.45: Professor Ralph Steinhardt, George Washington University Law School: “The prosecution of humanitarian law violations in domestic courts.”
14.45: David Turns, Liverpool University: “International Humanitarian Law post September 11th .”
15.45: Torunn Salomonsen, University of Oslo: “Those who looked the other way - cowards or accomplices to international crimes?”
16.45-17.00 Short break.
17.00 - 18.00 Panel discussion and questions. Seminar participants are encouraged to raise topics for the discussion.
