  The so-called ‘green shift’ poses dilemmas in developing sustainable sources of energy while ensuring the respect and protection of the rights of affected communities. The article seeks to advance understanding of how prevailing conceptualisations of Sustainable Development – as formulated in the 2030 Agenda for Sustainable Development – are constructed and adopted at different scales and are implicated in and shape struggles over land and environmental conflicts. The exceptional geographical conditions for wind energy production in the region of the Isthmus of Tehuantepec in the southern Mexican state of Oaxaca have led to significant investments in wind energy projects. In Unión Hidalgo, two projects are already in operation, the focus here. A content analysis was carried out of 36 documents published by three key actors involved (local defenders, companies, and the government at the state and federal levels). The results are then triangulated with insights from semi-structured interviews with local environmental defenders. The article shows how rights-based dimensions are perceived in a highly variable way and power relations unfold in discursive practices. That the project was eventually stopped, does, however, suggest the polyvalence of human rights, but that they are highly contingent – in this case, critically, part of social mobilisation, domestic litigation, and extra-territorial obligations of a company headquartered in France, all of which appear to rebalance power asymmetries uncovered in the analysis here.

  The chapter charts some of the key characteristics of the capital, particularly those considered directly relevant for how we may imagine Nairobi as a city (and increasingly, county) of politics. Two big historical dimensions of particular significance include city development and governance (especially following devolution), which are adopted as overarching themes. The aim is, first, to provide an overview of the key issues that have an important bearing on contemporary politics, such as the historical geography of the capital’s divided urban space and the enduring politics of the majority’s exclusion through control over and through space. Second, the chapter then moves on to briefly explain the latest developments in the context of devolution, and what difference, if any, it has made to local politics in terms of addressing and/or exacerbating existing issues. While recent events may show that politics is livelier than ever, in Nairobi it is far from clear whether devolution is actually delivering development or democratisation.   The chapter examines the impact of child rights reporting in three countries in East Africa: Kenya, Eritrea and Rwanda. Each of the three reports shows to varying degrees how human rights are precariously balanced in light of political and policy imperatives of state leadership and inter-related issues of institutional capacity. Broad considerations for the chapter are: first, whether human rights treaties improve respect, protection and promotion of human rights; and second, how we are able to know whether this improvement takes place. ‘Impact’ is understood by some observers as influence that treaties have had in getting the norms they are associated with enacted. Norm enforcement comprises reporting, individual complaints, or inquiries, or because treaty norms have been internalised in domestic legal systems or cultures.1 The chapter is principally concerned with the impact of reporting, but obviously, the norms contained in the reporting also require changes to policies, legal frameworks and budget allocations, amongst others, namely in practices leading to norm implementation. Some other well-known attempts at ‘knowing’ impact claim that human rights ratification at best is ineffectual. At worst, it may even lead to poorer human rights practices due to weak international monitoring and enforcement.2 One important finding in the literature is that there is more progress in compliance following domestication when it is more spontaneous rather than enforcement through the international system.3

  Security issues imbricate a wide range of fears and agendas in cities of the global North and South. Everyday life experiences in informal settlements reflect, however, not only residents’ urgent need for enhanced security but that the state is unable (and often unwilling) to provide it. Because approaches are dominated overwhelmingly by a focus on young men, our article foregrounds the unseen yet important aspect of security provision: the everyday security apparatus that is constituted by women. The principle argument is that women in Mathare, one of Nairobi’s oldest informal settlements, provide security through a variety of practices that highlight the taken for granted and invisibilised emotional, reproductive and socio-economic gendered labours of women. Informed by an ethnographic study, this article contextualises this women-led security provision, which is overwhelmingly invisible since it does not include the most taken for granted security functions, for example patrolling formations, equipment and the threat of violence. We begin by detailing the major security challenges as expressed by women in Mathare, before discussing the range of actions they engage in to enhance safety for all and the major constraints to doing so. Leading from immediate security challenges, our research identifies the everyday security efforts women engage in for community protection, and demonstrates the inter-related social-spatial issues constraining woman’s efforts for safety, which policy security interventions should take into consideration. We suggest that perhaps it is prevailing notions of ‘security’ that are too narrow, which, as a result, fail to see women’s contributions. © 2018 SAGE Publications

  Though a perennial problem in postcolonial Kenya, extrajudicial executions (EJE) show few signs of ending and in recent years are even accelerating amongst young men in informal settlements. Avenues for legal, institutional and civil society redress, nominally expanded in recent years, display an ongoing tendency towards disconnection from the grassroots. A case study from Mathare, Nairobi, seeks explanations for the lack of urgency in addressing EJE and also the limited effectiveness of responses to them that are rooted in the political economy of interests of civil society actors, which tends to perpetuate these ‘excluded spaces’ of the slum. The authors do so, however, by exploring one particular struggle to show how frustration with civil society is being used by social justice activists to articulate ideas of ‘everyday’ violence to mobilise for change that disrupts the apparent normalisation of EJE.

  Human rights discourse increasingly enframes contemporary approaches to development. Previously, ‘human rights’ and ‘development’ lay as if two distinct islands in mutually unchartered waters. Socio-economic issues comprised a vast channel that put great distance between human rights and development. Only vaguely registering on the other’s radar, each ‘community’ lacked the intrepidness required to explore unknown territory. In recent years, however, wherever we turn in development policy, be it at the level of United Nations agencies, bi-lateral donor agendas, international non-governmental organisations, and even state-civil society relations, the situation is changing. If not exactly integrated fields, then at least bridge building between these ‘islands’ appears to flourish. The ‘turn’ to human rights and its deployment in the cause of development gives effect to a range of profound discursive, legal and institutional shifts, especially in regard to socio-economic rights. For the best part of half a century, and with only a handful of exceptions, the human rights ‘community’ has ignored socio-economic rights. One of the major outcomes of the growing dialogue therefore has been to place socio-economic rights firmly on both human rights and international development agendas. Against this background, our point of departure is two-fold. First, we take a starting position in the debates on human rights that accepts that socio-economic rights are as legally and normatively valid as civil and political rights. Second, although socio-economic rights are therefore justiciable and integral to a more holistic conception of human dignity, we also recognise that the fulfilment of these rights encounters political obstacles. The development process is prone to contradictory tendencies towards depoliticisation and politicisation. We believe that the former characterises much of the current international and national development agenda. If we are to undo this political deficit in development policy into which so many concepts such as ‘participation’, ‘empowerment’, ‘pro-poor’ and, now, ‘rights-based development’, fall and lose their radical edge, then we need to encourage a democratic politics of rights. This is the key concern in the introductory chapter and the book as a whole: the prospects and means of democratising development through a democratic politics of socio-economic rights.

  The article takes as its starting point the possibility that the emergency associated with the HIV/AIDS epidemic engenders new innovations in the governance of donor assistance. Significant shifts in donor interventions, however, must also negotiate historical continuities resilient to change. Some of these issues are contextualised through mapping financial flows for HIV/AIDS responses in Southern Africa. A key concern is whether practical and political deficits in donor assistance can be overcome. To this end, the paper identifies the need for new institutional spaces and political channels. Arguably, these may already exist through the Global Fund?s Country Co-ordinating Mechanisms and the ?Three Ones? principles. Whether these structures enable more inclusive governance and decision-making in response to HIV/AIDS remains to be seen. Furthermore, to what extent may the more explicit intentions of donors -as illustrated in particular by USAID- derail these innovations?

  Abstract: The meteoric rise of 'participation' in urban policy is premised upon the supposed benefits it brings in terms of added project 'efficiency', 'sustainability' and even 'empowerment' of participants. Yet, even as participation appears to reach its very zenith, it comes under heightened criticism from a growing chorus of observers. Some critics have suggested, for example, that 'participation', and contemporary urban regeneration's preferred institutional vehicle for it, 'partnership', can have a capacity for tyrannical decision-making. The article draws upon a diverse range of literature, including the rich experience of almost twenty years of 'participation' in the so-called 'developing world', as well as the findings of a research project looking at a major regeneration programme on Merseyside, in order to highlight the multi-faceted problems of- and possibilities for- participation. Ultimately, whether participation can alter social stratification within communities is unclear- it may even (re)produce inequalities. The difficulties should not mean the participatory project is jettisoned. Rather, the article is a call for a research and policy debate characterised by a greater degree of honesty and maturity concerning participation.

Nonetheless, for all the burden of the disease, Western donor policy on HIV/AIDS remains largely silent about the provision of anti-retroviral treatment. The paper seeks explanations for this pervasive medical neglect, and the more general failure to fulfil the right to health in Africa. Africa?s structural position in relation to globalization does go far in explaining this neglect. But it does not adequately explain policy positions international donors do take in their preference for prevention programmes over treatment. The approach taken in the paper therefore is to regard donor policy on HIV/AIDS -as illustrated by the UK?s Department for International Development and the Norwegian Agency for Development Co-operation- as cultural and political exchanges enframed by prevailing representations of Africa. The different ?logics? which skew policies towards prevention are identified. In so doing, the intention is to contribute constructively to broader efforts to rethink the landscape of development interventions. For donors and African states alike, HIV/AIDS policies -like development interventions more generally- would benefit immensely by foregrounding the human right to health, including, critically, promoting treatment within a genuine ?prevention-care-treatment? policy continuum.

  The challenges and possibilities associated with rapid urban change under late neoliberalism represents a dynamic new frontier for human rights. Three central arguments concerning the relationship between urban areas and human rights are made. First, an explicit entry point concerns increasing incorporation of international human rights standards into city governance through multiple transnational networks. An illustration is brie􀂀y provided of one initiative aimed toward this outcome, namely, the “Human Rights Cities” movement. Second, critical geographies of law and rights show, however, how urban space may be used to undermine, limit, or, alternatively, promote rights. In relation to this, the e􀁼ects of economic and social rights litigation requires assessment also when placed in the broader context of the lawscape of cities. Third, more general concerns about the ability of human rights to tackle material and structural challenges signi􀁿es the importance of the right to the city (RTC). RTC draws attention to political and structural causes of rights violations in cities rather than focus on legal rights per se. The chapter argues that it is in the interstices of all three that give us an appreciation of how human rights are being urbanized, and from where we may begin to put in place not only an urban subgenre of human rights but also a more socially just city.

  The emergence of human rights within development and the evolving relationship was increasingly brought to bear upon key debates and policies over the last couple of decades.   What are the prospects and means of achieving development through a democratic politics of socio-economic rights? Starting from the position that socio-economic rights are as legally and normatively valid as civil and political rights, this anthology explores the politics of acquiring and transforming socio-economic rights in South Africa. The book brings together an interdisciplinary group of leading scholars in an examination of the multifaceted politics of social and economic policy-making, rights-based political struggles and socio-economic rights litigations. The post-apartheid South African experience shows that there is no guarantee that democracy will eliminate poverty or reduce social inequality, but also that democratic institutions and politics may provide important means for asserting interests and rights in regard to development. Thus it is argued that democratic politics of socio-economic rights may democratise development while also developing democracy.

  Extrajudicial killings by the police have become normalised in the ‘slums’ of Nairobi, and, as a consequence, they are chronically under-reported and under-investigated. Since 2015, Mathare Social Justice Centre (MSJC) in collaboration with researchers has been engaging in participatory documentation of these executions by the police. This grounded knowledge produced by ‘slum’ residents becomes not just a register of human rights violations, but also recognition of their presence and legitimacy in the city even as they are denied the most basic services. Our paper argues that by making extrajudicial killings visible and asserting residents right to life in Nairobi, it presents a necessary step towards making more humane and just securitisation in the city. In doing so, these residents contest both structural inequality and knowledge production concerning human rights documentation, therefore highlighting the broader urban logics that (violently) produce the city.   For most of the post-Second World War era (and even longer) the architecture of international development intervention has been premised upon an imagined geo-political trench between the 'developed' and 'less developed' worlds. This trench- or 'poverty curtain'- has resonated with the predominant tendency amongst academics and policy-makers to seal off these geographical (and implicitly, temporal) areas of the globe. In an era of 'globalisation', however, the classification of the globe into 'North' or 'South', 'First' or 'Third' World is increasingly revealed as not only analytically limited but also inherently prejudiced. Instead the paper illustrates how the contested concept of 'social exclusion' might be a more appropriate vehicle for fashioning an alternative and mobile geography of (post)development. This is done, however, in a way that problematises and highlights the tensions inherent to the rapid rise of 'social exclusion' discourse and the specific value-laden European context of economic and political restructuring within which it has emerged. Nonetheless, social exclusion's 'added-value' could assist academics and development practitioners alike to break out of the ghettoisation of theory and practice in both the 'First World' and the 'Third World'. Aboveall, because it allows focus upon the interplay between 'rights', 'resources' and 'relations', 'social exclusion' can also avoid the worst excesses of post-colonialism and postmodern relativism, which, whilst purporting to be critical, often retreats from questions of material inequality.

  FOKUS’ projects to combat VAW have enabled organisations in a wide variety of countries to keep up and strengthen their advocacy work and capacity-building. Project results are mainly attributable to the South partners’ capabilities. The partnerships with Norwegian organisations have created little in terms of interaction effects. The evaluation recommends a new model in which the South partners get access to a broader interface with Norwegian experiences than hitherto.

  The intention of the Workshop was to contribute to furthering the work undertaken at the ?Working Together? 2000 conference by having in-depth analysis and discussions on the application of the Human Rights Approach (henceforth, HRA) to a specific sector -education- and experiences in one particular country- Zambia. Although the ?added-value? of the HRA to development co-operation was explored at the 2000 conference, many players in the development field evidently still need some swaying regarding the benefits of the approach. The explicit challenge therefore posed to the presenters at the Lusaka workshop was, indeed, not merely to make descriptive and conceptual presentations but also to show what works in practice.
