Tidligere hovedstillinger

I perioden 2018-2021 var jeg instituttleder ved Norsk senter for menneskerettigheter. I 2015-2018 var jeg undervisningsleder ved senteret og ledet vårt masterprogram om menneskerettigheter.

Jeg har en bachelor-grad i jus (LL.B, 2000) fra Tirana University School of Law, Albania, og en mastergrad (LL.M, 2002) og en doktorgrad (PhD, 2008) i internasjonalrett fra Utrecht University School of Law, Nederland.
I løpet av de siste over to tiårene har jeg forsket, publisert og undervist innen ulike områder, deriblant internasjonale menneskerettigheter, internasjonal humanitærrett, internasjonal strafferett og folkerett, ved ulike universiteter i Nederland, Albania, Kina, VS, Kosovo og Norge.

Jeg har ansvar for følgende kurs:

Noen utvalgte forskningsemner jeg er interessert i inkluderer rollen til internasjonale domstoler og tribunaler i utviklingen av menneskerettighetter, internasjonal humanitærett og internasjonal strafferett; beskyttelse av fellesskapets interesser i folkeretten; operasjonalisering av ansvaret for å beskytte doktrine; overgangsrettsprosesser, med spesielt fokus på Balkan.

Kort om karrieren

I karrieren min har jeg effektivt kombinert akademisk arbeid og praktisering av internasjonal rett. I løpet av de siste over to tiårene har jeg forsket, publisert og undervist innen internasjonale menneskerettigheter, internasjonal humanitærrett, internasjonal strafferett og folkerett. Jeg har jobbet ved universiteter i Nederland, Albania og Norge, og har samarbeidet i ulike prosjekter med kolleger ved universiteter i Nederland, Albania, Kina, USA, Storbritannia, Tyrkia, Kosovo, Nord-Makedonia, Bulgaria, Hellas, Frankrike, Italia, Sør-Afrika, Etiopia, Uganda, Colombia, Palestina og Norge.

Min praksis innen internasjonal rett inkluderer arbeid for internasjonale domstoler og tribunaler, og som medlem av FNs menneskerettighetskomité i perioden 2019–2022. Siden 2016 er jeg medlem av Den faste voldgiftsdomstolen i Haag. Jeg har jobbet for forsvaret ved Tribunalen for det tidligere Jugoslavia (ICTY) i åtte år (2004-2012) Gjennom hele 2009 fungerte jeg som juridisk rådgiver og koordinator for det albanske juridiske teamet i Kosovos uavhengighetserklæringssak for ICJ. I 2024 var jeg en del av det albanske juridiske teamet i ICJs rådgivningsprosess om klimaendringer.

Jeg besto advokateksamen og kvalifiserte meg som medlem av den albanske advokatforeningen i 2006. Med hjelp av amerikansk juridisk rådgiver har professor Terry Gill og jeg levert amicus curiae-innlegg i Hamdan-saken som ble behandlet for amerikanske domstoler, nærmere bestemt United States Court of Military Commission Review og United States Court of Appeals for the District of Columbia Circuit.

Jeg har gitt råd til et par stater og frivillige organisasjoner om folkerettslige spørsmål.
