  This article examines the role of foreign aid in promoting crime control and governance of fisheries in the Global South, highlighting a notable gap in the criminology literature on crime control transfers from the Global North to the Global South. The study takes inspiration from Cohen’s concept of benign transfer, more recent studies on crime control transfers and green criminology. It examines Norwegian foreign aid for the regulation of fisheries, since Norway is a leading aid-giver and a notable player in global fisheries management. The article demonstrates the interplay between foreign aid, environmental justice and neo-colonial dynamics. Drawing on three decades of foreign aid data and interviews with key stakeholders, it explores the blurred boundaries between crime control and governance. It finds that most aid funding goes to non-governmental organizations (NGOs), which act as intelligence providers for law enforcement in the Global South. Ultimately, the contribution made by this article is to increase understanding of how foreign aid influences crime control frameworks and point to a novel empirical site for crime control transfer literature and its implications for green criminology.

  This chapter examines how justice norms and crime control models travel around the world, and the Global South’s role in global, supranational, and transnational criminology. We argue that the Global South has exercised more agency than it has typically been credited with in contributing to, initiating, and contesting international justice and transnational crime control. Internationally, global justice norms and policies have been primarily shaped by Global North countries, yet this chapter shows how Global South countries have engaged in contestation, struggle, and alternative worldmaking in the development of these international justice regimes. Transnationally, the travel of crime control models has tended to occur through the foreign policies of Global North countries, yet the chapter problematizes these processes of “diffusion” and “translation” and highlights the contested nature of Global North-South interactions. Finally, we reflect on the implications for global criminology of the Global South’s changing role amid shifting global power dynamics, as the liberal global order fragments and gives way to multipolarity.

  This article presents findings from a qualitative study of criminal cases labelled hate crime in Norway. The author asks what kind of knowledge is being produced through the criminal cases and what does it say about policing? The study captures how the cases become registered in the system. This results in the creation of three main categories of events, namely what the author calls post hoc victim reported incident, post hoc police reported incident and in situ incident. The author finds that the practice-oriented document analysis enables an understanding of how some acts are criminalized and turned into ‘hate crimes.’ In addition, the few cases that are exercised in court, have an impact on policing hate crime, as actors and materiality come together in producing a sense of justice, urgency and need of police attention on future, similar events.

  In previous studies, multiagency collaboration was identified as a key strategy for early intervention in violent extremism. However, there has been little focus on professionals’ shared communication to support collaboration. The aim of this study was to describe trust in multiagency collaboration teams in the Nordic countries tasked with preventing violent extremism. The data have been collected through simulatedcase discussions for groups (N=13) and individual interviews (N=78) with multiagency professionals in Norway, Denmark, Finland and Sweden and analyzed using the thematic analysis method. Based on our results, trust emerged on 1) structural, 2)professional and 3) perceived personal levels. In addition, we identified facilitators and barriers for building trust at these levels. To fully understand the potential of trust, we argue that there is a need to take into account all these three levels of trust. Finally, we find that particularized trust can function as a foundation for building generalized trust. In future, more knowledge is needed about how to enable and manage trust with multiagency collaboration at organizational, but also national and international, level.

  Outside of criminology, dominant conceptions of postcolonial statehood in the Global South as ‘fragile’ or ‘failed’ have long been criticized. In criminology, however, the theoretical outcomes of this critique have been scarce. In this article we therefore ask how ideals and practices of transnational criminal justice are informed by and productive of specific (Global North) conceptions of statehood. Exploring encounters between transnational and local criminal justice in the context of international state-building in Mali and Liberia, we observe frictions in which statehood divergences and global hierarchies become apparent. Through penal aid, we argue, a particular kind of penal statehood is produced wherein the options of how to perform penality are increasingly limited by the embeddedness in global power asymmetries.

  Research has highlighted the harmful effects of targeted police practices and the subsequent low trust in the police among ethnic minorities. However in spite of this research, there still exists a relative lack of knowledge on the day-to-day relations between ethnic minority youth and the police and on the perceptions that ethnic minorities have of procedural justice. Furthermore, comparative and cross-nation research is needed. This study, using data from 121 in-depth interviews, investigates how ethnic minority youth living in Finland, Denmark, Norway and Sweden describe policing practices. Our findings indicate that descriptions were quite similar in each of the four Nordic countries. While on the one hand, ethnic minority youth felt suspected by the police for no justifiable reason, thereby creating strong feelings of procedural injustice and unfairness, on the other hand, they described encounters, where they felt protected by the police and in general trusted the institution of the police. As such ambiguity has often been neglected, this article highlights the positive perceptions of the police but also argues that targeted police practices can undermine notions of procedural justice, trust in policing and a sense of belonging.

  This article addresses the perceptions and experiences of young ethnic minorities in Oslo and their frequent encounters with the police at the high schools they attend in the eastern and southern suburbs. These police meetings are mainly aimed at preventing crime, such as drugs at schools, and building trust with students and staff. Scholars, however, have debated how frequent controls and policing in more deprived areas inhabited by a large proportion of minorities can have negative effects on procedural justice. In this article, I demonstrate that the youth attending these schools can experience fear, stigma and injustice in the heavy presence of police on a daily, weekly and monthly basis. I argue that these encounters between youth and the police are key to address in order to inform our understanding of mistrust towards the police and challenge strategies of policing.

  This article focuses on the perspectives of young ethnic minorities in the Nordic countries who have experienced various forms of “police stops”, i.e. situations where the police stop them without any reference to a specific event that the youth know of. Analytically, the debate is positioned through an intersectionality approach of (un)belonging to majority societies. Across the Nordic countries, we found that the young people described five social markers as reasons for being stopped, namely clothing, hanging out in groups, ethnicity, neighbourhoods and gender. We argue that the police stops explicate how the young men in particular are often forced to think about themselves in terms of “a threat” to the majority and the attributes they have that make them seem like criminals.

  As different social groups are directly and indirectly confronted with diverse forms of police practices, different sectors of the population accumulate different experiences and respond differently to the police. This study focuses on the everyday experiences of the police among ethnic minority young people in the Nordic countries. The data for the article are based on semi-structured interviews with 121 young people in Sweden, Norway, Finland and Denmark. In these interviews, many of the participants refer to experiences of “minor harassments” – police interactions characterized by low-level reciprocal intimidations and subtle provocations, exhibited in specific forms of body language, attitudes and a range of expressions to convey derogatory views. We argue that “minor harassments” can be viewed as a mode of conflictual communication which is inscribed in everyday involuntary interactions between the police and ethnic minority youth and which, over time, can develop an almost ritualized character. Consequently, minority youth are more likely to hold shared experiences that influence their perceptions of procedural justice, notions of legitimacy and the extent to which they comply with law enforcement representatives.

  The edited volume develops the concept of extraterritorial crime control to make sense of the nexus between criminal justice, foreign affairs and international relations. By extraterritorial crime control, we mean the ways in which states and international organisations project and deploy criminal justice tools, institutions and norms beyond their territorial borders in order to govern, discipline or strategically shape other sovereign spaces. The extraterritorial lens enables us to see the strategic and often asymmetric ways in which criminal justice is mobilised and exported. As such, the book is aimed at understanding how extraterritorial criminal justice can function both as governance at a distance and as a form of state positioning in international relations.

  This book argues that the way in which we use the concept of "state" in many African countries must involve a deeper engagement of the complex workings of state–society relations, rather than a master narrative of European state formation. Dimensions of African Statehood explores the concept of "statehood" as a set of daily practices that govern and generate effects through the voices of those performing and living the state. The book is based on extensive, firsthand research on the delivery of and access to public goods as expressions of statehood in eastern Democratic Republic of Congo. A public good, a field long dominated by economic models, can be seen as a power relation rather than a universal, positive good. By unpacking the meaning of "whose public," the book offers an avenue for a dynamic and multilayered understanding of practices that express and shape statehood. The assessment of statehood as presented in this book is an invitation to contribute to the new era of what statehood entails in regions different from the Global North. This book will be of interest to scholars and students of politics, African studies, and governance.

  Criminal justice is an integrated—but underexplored—dimension of states’ foreign affairs. Criminologists have studied the widening net of global crime governance as part of the liberal international project, where efforts to fight transnational and international crimes and insecurities while promoting penal reform in the Global South have dovetailed liberal universals of human rights, rule of law, democracy, and development (Lohne 2019; Russo and Stambøl 2022; see also Cohen 1982). Today, due in part to seismic geopolitical shifts, the liberal international order underpinning these discourses, and their practices are in rapid decline (Goddard et al., 2024; Lake et al., 2021). Crime, Justice, and Foreign Affairs is a forthcoming volume that explores the relationship between criminal justice and notions of order-making beyond territorial sovereignty: How do crime control policies, practices, logics, and technologies of crime governance factor in the foreign policy toolbox? How is criminal justice part of states’ external logics and manifestations of sovereign power—and their efforts to contribute to global order-making? By offering a set of original empirical analyses of the “external” logics of crime governance from a diverse set of authors from around the world, the book seeks to advance criminological knowledge on how penality fares outside the territorially bounded nation-state order of analysis. Such a rescaled focus on order and order-making represents a new direction in criminology, which despite its fixation on social order, has by and large taken international order for granted.

  This chapter explores how Norway uses “humane” (Pratt, 2007a) incarceration as a foreign policy instrument in its relationship with the European Union. We focus on the European Economic Area and Norway Grants Agreements in the funding of prison reform and correctional services in Eastern Europe. We argue that these funds advance liberal norms, showcase Norway’s penal exceptionalism and secure the country’s economic and geopolitical interests while it remains outside of the EU. Informed by a review of 180 prison-related projects (2004-2021) and interviews with key stakeholders, this chapter finds that Norway has increasingly professionalised its efforts to export the ideals and practices typically associated with its penal system. We argue that once penal reform becomes an element of foreign policy, a new set of motivations, considerations and strategic interests comes into play. We identify brand alignment, whereby Norway’s humanitarian profile and its reputation as a “good punisher” (Lohne, 2023) are fused in order to gain recognition, influence and market access. Finally, we reflect on the fragility of Norway’s position in an increasingly illiberal international order.

  To address regional development, political and conflict issues in the Global South, Global North donors have engaged in police reform and sent police officers through foreign aid since the 1990s. While donors generally agree on democratic policing and principles of human rights, there is little consensus on how these norms are implemented (Ellison & Pino, 2012, p. 2), especially when applied to different histories and contexts (Watson & Kerrigan, 2018). Scholars have shown that such policing model and their exports have failed to establish democratically response and locally accountable policing (Blaustein, 2015; Ellison & O'Reilly, 2008; Ellison & Pino, 2012). But less is know about the origin of these exports situated in foreign aid projects from the Global North. We take a closer look at foreign data from 2000 to 2022, from three relatively generous donors considering aid per capita, namely Sweden, Denmark and Norway. Our data shows the variety of project themes, actors involved and geographical location, that together illustrates who gets funded, where, when and topic priorities of donors.

  I denne rapporten diskuteres begrepet parallellsamfunn slik det brukes både analytisk og i dagligtale. Forståelsen som legges til grunn er at parallellsamfunn oppstår når samfunnskontrakten ikke innfris. Det innebærer manglende enighet om politisk fellesskapsforståelse, samtidig som staten mangler evne og/eller vilje til å håndtere sosialt mangfold. Rapporten presenterer også en analysemodell som tydeliggjør både samspill og spenningsforhold mellom samfunnets legitimitet og innbyggernes lojalitet. (Fullstendig sammendrag i rapporten).
