About the project

The ENSECCO project is a trilateral research cooperation on the pressing topic of security and energy infrastructures between three leading higher education institutions in Norway (Department for Energy and Resources Law, University of Oslo, UiO), France (University Paris Dauphine-PSL, UPD-PSL) and the Copenhagen School of Energy Infrastructure (CSEI) of the Copenhagen Business School (Denmark).

Objectives

The ENSECCO project conducts joint research on the pressing topics of energy security threats on energy infrastructure, combining the disciplines of law and economics.

The project is structured around two thematic pillars of security threats against

• Physical energy infrastructures, both onshore and offshore (electricity, natural gas, nuclear) and

• Financial energy infrastructures, including wholesale energy markets, data and transaction platforms, and so through various types of threats, including cybersecurity attacks and market manipulation.

The project aims to address three main research questions:

• How the currently applicable regulatory framework address security threats on energy infrastructures;

• How to strike a balance between security imperatives and rule of law as the basis of democracy;

• How to inform reforms for strengthening regulatory frameworks in the very near future.

Outcomes

The project will generation research outcomes in the form of workshops, conferences and publications, including two edited volumes aimed to inform the general debate and contribute to developing the academic literature on the topic.

The project will also seek to strengthen research collaboration among an extended community of European researchers through the European Research Platform on Energy and Climate Law (the European Research Platform).

Participants

The three research partners are represented by: Prof. Catherine Banet, University of Oslo, project leader (law), Prof. Aurore Laget-Annamayer, University Paris Dauphine-PSL (law) and Prof. Tooraj Jamasb, Copenhagen Business School (energy economics).

The three main partners will be working with associate partners and a stakeholder group.
