What is new, and what is old, in contemporary visions of digital policing? Little is known about the development and implementation of the earliest digital policing technologies. Drawing on a qualitative analysis of archival documents, this article examines how electronic data processing (EDP) was introduced into the Norwegian police during the 1960s and 1970s. We show that the police relied heavily on the private sector for expertise, training and implementation, and that EDP was promoted as a tool capable of detecting, predicting and controlling crime with scientific precision. By tracing how visions of digital policing were disseminated, shared and transformed into collectively shared expectations that became embedded in technologies, practices and policies, the article reveals the co-production of a sociotechnical imaginary of an omniscient police that continues to shape contemporary understandings of crime and policing.

Evaluation reports after terrorist attacks provide a rich source for analysing current and evolving understandings of the preventability of crime in general, and of terrorist attacks in particular. This article examines how preventability is framed in evaluation reports following terrorist attacks in Norway in 2011, 2019 and 2022. Drawing on framing analysis and scholarship on sense-making after crises, I analyse how the reports frame the question of preventability and distribute accountability and responsibility. I show, first, that all three inquiries are guided by mandates that blend inquisitorial and accusatorial questions, and that the 2011 commission in particular starts from a strongly normative premise that the attacks could and should have been prevented. By focusing primarily on police and security service performance and intelligence “failures”, the reports downplay the complexity of decision-making under conditions of pervasive uncertainty and incomplete knowledge. I argue that the reports both reflect and reinforce a belief in the retrospective predictability and preventability of terrorist attacks, thereby legitimising expanded security powers while obscuring the consequences for those falsely identified as future terrorists. The result is an underestimation of the cost of preventive measures.

Growing salience of private knowledge infrastructures and providers poses profound challenges to critical social thought, and to criminology more specifically. Yet we know little about privatized knowledge production, private knowledge providers and their impact on criminal justice and crime policy more generally. These are the questions that animate this collection of articles. We examine the encoding and inclusion of commercial and private knowledge regimes into state criminal justice practices. We ask: What happens to matters of public interest when their knowledge foundations are shaped by private actors? How is privatization and commercialization affecting the production and understanding of knowledge and expertise within criminal justice, as well as the nature and quality of decision-making, particularly its impartiality, transparency and public nature?

Almost every aspect of the digital is private. To understand digitization, we therefore need to understand privatization. This chapter outlines some of the aspects of privatization by exploring major differences between a public and a private approach to criminalization, crime, and control.

The consulting industry enjoys an increasingly close relationship with the state, including criminal justice institutions. However, this development, previously described as ‘consultocracy’, is empirically unexamined within criminal justice scholarship. Drawing on document analysis of calls for tenders and interviews with consultants working within the criminal justice field in Norway, the article examines what kind of knowledge and expertise is provided by consultants, and how they obtain and exercise their epistemic power. In an increasingly cost-conscious public sector, which is acutely aware of the urgency of digital transformations, the consultancy industry exerts a growing influence on the organizational infrastructure of criminal justice, its evidence base and modes of knowledge production. Consultants are active agents in the proliferation of ideas that are re-shaping how criminal justice agencies understand the social problems they deal with, and the responses to them, as well their role and function in society.

In this article, I analyse the presentation of crime statistics in the annual reports of the Oslo Police from 1950 to 2008. During this period, data on reported crime have been presented in various ways under different social, political and ideolo-gical circumstances. In the first decades, the police were reluctant to identify causes and suggest solutions to the increasing crime rate. The crime rate was se-en as having a life of its own, i.e., independent of the police and policing activi-ties. Later on, the police gradually attached themselves to the crime rate by ex-plaining increases and decreases as a direct result of policing activities. This new narrative reduces the scope of crime policy initiatives as other factors that influ-ence the crime rate become invisible.

The rise of video surveillance in the United Kingdom, in the form of the public installation of closed circuit television (CCTV), has been seen by several scholars as a contributing factor to the increasing exclusion of unwanted categories of people from city centers, a development often referred to as the ?commercialization? or ?purification? of the city. Drawing from field observations over three years in control rooms in Oslo, Norway, this article discusses whether CCTV systems in Oslo contribute to a similar process of exclusion. To do so, I compare the open street video surveillance system with two other CCTV systems - a shopping mall and a major transport center. The introduction of open street CCTV in Oslo in 1999 did not create social exclusion, but recent developments show the possibility remains. Although drug addicts and young people were the primary targets of surveillance in all three sites studied, ejections varied considerably from site to site. The shopping mall system had a higher ejection rate than the open street system, and was therefore the system with the clearest exclusionary effects. Reasons for the different ejection rates are discussed, in particular the social structure of the site under surveillance and the organizational relationships of CCTV operators to the policing agents connected to the surveillance system.

The De Gruyter Handbook of Digital Criminology examines how digital devices spread and cut across all fields of crime and control. Providing a glossary of key theoretical, methodological and criminological concepts, the book defines and further establishes a vibrant and rapidly developing field. At the same time, Digital Criminology is not only presented as a novelty, but also as a continuation of the discipline's history.
Each chapter can be read as a free-standing contribution or texts can be combined to gain a more holistic understanding of Digital Criminology or to design a research project. Expert contributions vary from Criminology, Sociology, Law, Science and Technology Studies, to Information Science and Digital Humanities. Together, these supply readers with rich and original perspectives on the digitization of crime and control.
All contents of the De Gruyter Handbook of Digital Criminology are openly accessible. Open access has been funded by the European Research Council, as outlined in the respective chapters, and by the Department of Criminology and Sociology of Law at the University of Oslo.
Mareile and Heidi would like to thank Vilde B. Winge for her commitment and excellent research assistance in the realization of this book project. Thanks are also due to Gerhard Boomgaarden and his team at De Gruyter who saw this book through to production.

Statistics have been traditionally seen as the hallmark of state knowledge production. However, in recent years, the production of numbers has been increasingly taken over by private actors, especially in the international domain. By producing global indexes, benchmarks and indicators, NGOs, consulting firms, think tanks and civil society organizations are gaining a central role in the production of statistics and knowledge about various forms of global crime and shaping national policies and the agenda of international organizations. Moreover, most criminal justice agencies are moving their data (i.e. state archives and statistical data) to commercial cloud services. Digital platforms offered by private providers have become an essential component of the state bureaucratic infrastructure, a trend that has been described as “platformization of the state”.
This paper examines the trend towards the privatization of numbers production and examines how this may be influencing the organizational logic of the state and crime policy. The paper draws on interviews with those producing state and private statistics, top-level bureaucrats and criminal justice decision-makers as well as other actors who extract value from crime data as well as an analysis of new statistical “products”.

What is new, and what is old, in contemporary visions of what technology and digitalization can do for the police? While researchers have explored the many effects and consequences that digital information technology has had on policing, we know little about what happened when the very first digital policing tools were developed and implemented. In this presentation, we explore how digitalization was envisioned and introduced to the Norwegian police in the 1960s and 70s at the dawn of the digital age. We find that private tech-industry was a key agent in the computerization of the Norwegian police, promoting EDP (Electronic Data Processing) as a tool for more effective policing that could predict, control, and detect crime with scientific precision.
Due to lack of technological competence and resources, the Norwegian police became highly dependent on the facilitation, training and advise of private tech-industry, which also affected how the police understand themselves and their function in society. Investigating how the visions of entrepreneurs were translated into collectively held reference points, our study gives insight into the origination and embedding of “sociotechnical imaginaries” (Jasanoff, 2015) that has laid ground for how we today understand the fundamental nature of technology, crime and policing, and how we envision the future.

The expansion of the Norwegian DNA database in 2008, the so
called DNA reform, was funded on the myth that DNA increases
the detection rate of volume crime significantly. The DNA
reform in Norway was therefore especially targeted towards
increasing the clearance rate for low-detectibility property
offences. The DNA database has now expanded from including
DNA profiles of people convicted of serious crimes to also
include profiles of anyone convicted of a criminal offence
leading to imprisonment. Previous research has identified various factors associated with solving a crime. First of all, most crimes that are solved are solved at the crime scene by patrol officers, not the investigators. Further, it is the complexity of the case rather than the skills, methods, and techniques of the investigators that determines the probability of solving it.Detectives or investigators do not, as popular fiction portrays,
spend time on “mysteries”, they concentrate on cases which are more or less already solved, and spend their time preparing cases for the prosecution. According to Brodeur (2010), forensics plays almost no part in solving crime. However, they play a crucial role in court. In our ongoing research on the Norwegian DNA reform, we analyze the impact of DNA at various stages of criminal investigation and prosecution. In this paper, we will present
preliminary findings from our study. We critically question
whether the use of DNA in police investigations is transforming policing practices, and thereby we aim to demythologize the use of DNA in police investigations.
